I have a suspicion that the random traffic is local, as it can be turned off in the settings.

If you are using 'Local' to mean 'Just visible to one pilot' then that was not the case. Several of the civilian solo vehicles we attacked were visible to more than one of us. I cannot guarantee that all 4 of us saw them as we usually keep a pair high in case of bandits.

It's something that can be turned off in settings.

So you think maybe one of our pilots had them turned off so he was the only one who could not see them? Possible I suppose. It does not explain why Talisman followed Phoenix in on an attack and saw the vehicle disappear when he got close but it did not disappear for Phoenix but maybe that is a different issue.

You can have them at different levels but some things are generated by the server so they shold be seen by everyone who has them turned on. You can turn them off though, or increase the number. The trains are all run on a schedule by the server, for example.

The "cilivian traffic" (i.e. those individual cars/ trucks and the trains) are Auto-gen, and enabled/disabled via the mission settings.
I just read that in version 1.5.6 (latest build) the civilian traffic is reporting a performance-hit BUG. So I think I will tunr the civvy traffic off for the next iteration.

I recommend always turning off civilian traffic on the server, it has always been a bit of a hit, sometimes worse that others.
Also it doesn't add anything to the mission.

Not sure about that. Without farmers to shoot up we would not have had any targets at all on Sunday :-)
